Water has always been a crucial catalyst for human development given its diverse but crucial functions. In the African context water has a necessary role to play in all development sectors- be it agriculture, industry, mining, power generation, water services or poverty alleviation- and the competition among different sectors for a scarce water resource remains a critical challenge to water managers and decision-makers.
