Cesare Lombroso (1835-1909), Professor für Strafrechtsanthropologie und Gerichtsmedizin in Turin sowie Leiter der Psychiatrie in Pesaro, gilt als Begründer der Kriminalanthropologie. Er versuchte - angeregt durch Darwins Theorien - den von Geburt an zum Kriminellen prädestinierten Menschentypus herauszuarbeiten. Ausgangspunkt seiner Theorie war die These von der Verwandtschaft zu den zivilisatorisch nicht domestizierten Vorfahren des heutigen Menschen. Bei manchen Menschentypen, so Lombroso, trete diese Verwandtschaft in körperlichen Merkmalen auf und verweise auf die entwicklungsgeschichtlich atavistischen, sozial nicht zu unterdrückenden niederen Anlagen eines Menschen.
