Das «Recht auf Entwicklung» wird von den Vereinten Nationen zwar als sogenanntes unveräußerliches Menschenrecht proklamiert, die inhaltliche Eingrenzung und die rechtliche Einordnung eines «Rechts auf Entwicklung» ist jedoch umstritten. Die Arbeit untersucht die inhaltlichen Strukturen und zugrundeliegenden Konzeptionen eines «Rechts auf Entwicklung». Des weiteren wird untersucht, inwieweit und in welcher Form in der Entwicklungshilfepraxis solche Strukturen festgestellt werden können. Den Schwerpunkt der Arbeit bildet die völkerrechtsdogmatische Analyse des normativen Stellenwertes eines «Rechts auf Entwicklung» innerhalb des internationalen Rechts unter Einbeziehung philosophischer Ansätze. Die im Ergebnis vorgenommene rechtliche Einordnung verneint die Qualifizierung des «Rechts auf Entwicklung» als «Menschenrecht» im normativen Sinn und somit als Bestandteil des internationalen Rechts.
